Linked In - Contact from Recruiters

Recently, I've gotten a couple invites from recruiters to join their network on Linked In.  I don't know them.  Is this common?  What is the downside/risk to accepting the invite and establishing a new relationship with the recruiter?

For me, they've usually contacted me about a job, and then we friend each other.
I would read their profile and make sure they look legit (as in not someone that is going to SPAM you). After that, I only see advantages, since it is someone you can call on for your job search. I tag them all in Linkedin as "Recruiter" and use the Notes section to record my last contact. I am now exploring opportunities and I started by going through all my recruiters on Linkedin and giving them a call.

 Cold calling is not by best skill, high C. I too have had recruiters I've never met ask to connect to me. Now that I am also looking for new opportunities, I would like to truly connect to them. However, I don't actually know them.  Any best practices on a first step here? Email? Phone? Should I get to the point about what I'm looking for or take more time to get to know them? 
I know it sounds like a bad date, but I'm asking because I really don't know. I personally would prefer the former, but my mother would tell me it's rude.
